From 2017 to 2018, the national agent power exceeded 6.5 billion kWh, and the intended power for the operation was nearly 17.5 billion kWh. The operation teams were all elite technical backbones from five major and four small power generation groups and the two power grid companies.
The core contents of Several Opinions on Further Deepening the Reform of Electric Power System (ZF [2015] No. 9) issued by central ministries and commissions of the State Council of the CPC Central Committee in March 2015 can be summarized as follows: manage the power grid, liberalize electricity price, and promote trading.
Birth of electricity sales business: the opening of electricity selling side restores the commodity property of electricity. As a commodity, electricity can be bought and sold by the electricity sales company to a single user, which breaks the grid’s monopoly on single sales of electricity.
Transaction mode: Users directly purchase electricity from the power generation enterprise through the electricity selling company, and then make matching through the third party power trading center to form a settlement list, which is withheld and refunded through the power supply bureau. The preferential return of electricity charges will be reflected in the electricity bill of the power supply bureau.
